The Senate met at 6 p.m.
(Senator Tomblin, Mr. President, in the Chair.)

Prayer was offered by the Honorable Walt Helmick, a senator from the fifteenth district.
Pending the reading of the Journal of Tuesday, March 16, 2010,
On motion of Senator Laird, the Journal was approved and the further reading thereof dispensed with.
The Senate proceeded to the third order of business.
Executive Communications

The Clerk then presented communications from His Excellency, the Governor, advising that on March 16, 2010, he had approved Enr. Committee Substitute for Senate Bill No. 89, Enr. Committee Substitute for Committee Substitute for Senate Bill No. 349, Enr. Senate Bill No. 514, Enr. Committee Substitute for Senate Bill No. 543, Enr. Committee Substitute for Senate Bill No. 631, Enr. Committee Substitute for House Bill No. 3301, Enr. Committee Substitute for House Bill No. 4035, Enr. House Bill No. 4171, Enr. Committee Substitute for House Bill No. 4291, Enr. House Bill No. 4312, Enr. House Bill No. 4361, Enr. Committee Substitute for House Bill No. 4374 and Enr. The Senate proceeded to the fourth order of business.
Senator Palumbo, from the Joint Committee on Enrolled Bills, submitted the following report, which was received:
Your Joint Committee on Enrolled Bills has examined, found truly enrolled, and on the 17th day of March, 2010, presented to His Excellency, the Governor, for his action, the following bills, signed by the President of the Senate and the Speaker of the House of Delegates:
(S. B. No. 214), Updating certain terms in Corporation Net Income Tax Act.
(Com. Sub. for S. B. No. 215), Creating offense of assaulting volunteer firefighters and emergency service employees.
(Com. Sub. for S. B. No. 336), Authorizing Division of Wildlife Resources recover possession or restitution value of certain animals.
(S. B. No. 339), Correcting invalid code reference related to voter registration list.
(Com. Sub. for S. B. No. 345), Requiring telecommunications tax study.
(Com. Sub. for S. B. No. 354), Updating terms and reporting procedures for traffic crashes.

(S. B. No. 464), Clarifying Division of Personnel functions.
(S. B. No. 604), Extending mental hygiene procedures' sunset provision.
And,
(S. B. No. 656), Relating to special rates for energy-intensive industrial electric power consumers.

Senator Chafin then moved that the Senate adjourn until tomorrow, Thursday, March 18, 2010, at 11 a.m.
The question being on the adoption of Senator Chafin's aforestated motion, and on this question, Senator Chafin demanded the yeas and nays.
The roll being taken, the yeas were: Boley, Bowman, Browning, Caruth, Chafin, Deem, Edgell, Facemire D., Facemyer K., Fanning, Foster, Hall, Helmick, Jenkins, Kessler, Laird, McCabe, Minard, Palumbo, Plymale, Prezioso, Snyder, Sypolt, Unger, Wells, White, Williams, Yost and Tomblin (Mr. President)--29.
The nays were: Barnes--1.
Absent: Green, Guills, Oliverio and Stollings--4.
So, a majority of those present and voting having voted in the affirmative, the President declared Senator Chafin's motion had prevailed.
In accordance with the foregoing motion, the Senate adjourned until tomorrow, Thursday, March 18, 2010, at 11 a.m.
